Next.js development for Washington DC federal contractors and associations

A Next.js development company working with Washington DC contractors, associations and non-profits. Accessibility conformance as a procurement document, and plain language as a requirement.

Working day overlap
About an hour. Washington is eight hours behind Ankara, with the end of our day meeting the start of yours
Who buys here
Federal contractors and subcontractors, trade associations, non-profits, universities and policy organisations
What that changes
Accessibility conformance is a document submitted during procurement, so it has to be accurate and specific rather than a general claim
Local specifics
Plain language obligations apply to federal public-facing content, which makes readability a build requirement rather than editorial taste

Washington buys web work through procurement, and procurement asks for a document before anybody discusses a design.

The buyers are federal contractors and their subcontractors, trade associations, non-profits, universities and policy organisations. What distinguishes them is not what they want built - it is that accessibility conformance arrives as a submitted artefact with specific claims in it, and somebody has to be able to stand behind each line.

Conformance is a document, which changes how it gets built

A general statement that a site is accessible is not what is asked for here. What is asked for is a report that goes criterion by criterion and says, for each one, whether it is supported, partially supported or not supported, with an explanation where it is not.

That format is unforgiving in a useful way. It cannot be produced by running a scanner, because a scanner does not know whether focus moves sensibly after a navigation or whether a custom select behaves like a select. It has to be produced by somebody operating the application with a keyboard, then with a screen reader, and writing down what happened.

So on these projects that testing is a line item from the start rather than a verification at the end, and the findings are recorded as they are found. A report assembled retrospectively from memory and good intentions is the one that falls apart when a reviewer tries a page.

Where App Router applications actually fail

Worth being specific, because the failures are consistent and none of them are about colour.

Focus is lost when a client-side navigation replaces the page content and nothing moves the keyboard to the new heading. A loading state renders a skeleton that announces nothing at all, so a screen reader user hears silence and assumes the application is broken. A Server Action returns a validation error that is displayed in a styled container with no programmatic relationship to the input it concerns. And a component built to look like a native control behaves nothing like one when operated without a mouse.

Four problems, all invisible to a sighted developer using a mouse, all cited in conformance reports, and all fixable in a fortnight if they are known about.

Plain language is structure, not vocabulary

The readability obligation on federal public-facing content is usually read as an instruction about word choice. The larger half is structural, and it is the half a developer influences.

Headings that describe what follows rather than decorate the page. Lists where the content is a list. The answer to a question before the explanation of it, because most people stop reading at the answer. One idea per paragraph. These are markup and layout decisions as much as editorial ones.

They are also, almost exactly, what makes a page navigable with a screen reader, which is the rare case of two requirements producing the same work. Structured data and a clean heading hierarchy carry most of it.

Commercially

Scope fixed in writing before work starts, priced per project. The country-level ground - state privacy laws, accessibility exposure, invoicing - is on the United States market page.

Invoiced by Codefacture Yazılım A.Ş. in Türkiye, in US dollars by bank transfer, with no Turkish VAT under the export-of-services exemption. There is no US entity on our side and no US tax filing done on your behalf.

The regulatory and commercial ground for this city is on the United States market page.

Frequently asked questions

We need an accessibility conformance report. Can you produce one?
We can produce the testing and the findings that an honest report is built from, with the caveat that the report is the organisation's statement rather than ours. What that means practically is manual testing - keyboard only, then with a screen reader - against the criteria, with each result recorded as supported, partially supported or not supported, and a note explaining each shortfall. An automated scan cannot produce this, because most of what matters is not detectable by a scanner.
What does an automated accessibility tool miss?
Most of the things that actually stop somebody using a site. Whether focus moves sensibly after a client-side navigation. Whether a loading state is announced. Whether an error message is programmatically associated with the field it describes. Whether a custom component behaves like the control it looks like when operated by keyboard. Scanners are good at contrast ratios and missing alternative text, which are real but are not where applications fail.
Does plain language apply to a Washington DC contractor site?
To federal public-facing content, yes, and it has implications beyond word choice. Shorter sentences and ordinary vocabulary are the obvious part; the structural part is headings that describe content rather than decorate it, lists instead of dense paragraphs, and the answer to a question appearing before its explanation. Those are markup decisions as much as editorial ones, and they also happen to be what makes a page usable to a screen reader.
Can you work as a subcontractor to a prime contractor?
That is the common arrangement and it works with two things written down - who holds the client relationship, and what is delivered at the end. In that shape the prime presents and maintains the result, so written architecture decisions are part of the deliverable rather than a courtesy. The contracting entity is Codefacture Yazılım A.Ş. in Türkiye, which is what flow-down paperwork needs to name.
